Blue-winged teal, with an estimated population index of 135,000, were down 11 percent from 2008, down 36 percent from the 10-year average and 39 percent below the long-term average. Populations of other ducks, excluding scaup, were down 41 percent from 2008, 10 percent lower than the 10-year average and 5 percent below the long-term average of 179,000.
